We have shown our resilience in the fact that GDP per head has recovered more strongly in Scotland than it has in the UK; it has reached 2.1 per cent above the pre-recession level in Scotland, but only 1.2 per cent above it in the UK.

Also, I am not entirely sure that those measures have been fully monitored and evaluated to establish how successful they have been to date. It may be that they have been found to be successful.
The bill is not about changing policy after exit date; it is about ensuring that what we have now will continue to be part of what we will go forward with.
