We note the committee's acknowledgement that Scotland would have met all of its fixed annual targets to date, had it not been for technical changes to the way greenhouse gas emissions are accounted for.
We were as concerned as everyone else when the date had to change. If you change a date, you want to be sure that you are changing it to a date that is realistic and achievable.

Otherwise that duty falls to Ministers.It is therefore recommended that, prior to the setting up date, full consideration is given to where this responsibility should lie.
That the Parliament agrees the following parliamentary recessdates under Rule 2.3.1: 11 to 18 February 2017 (inclusive), 1 to 16 April 2017 (inclusive), 1 July to 3 September 2017 (inclusive), 7 to 22 October 2017 (inclusive) and 23 December 2017 to 7 January 2018 (inclusive).
So if the UK Government wanted to avoid a complete legal minefield, it would abandon any proposal for a cut-off date that was earlier than the date for withdrawing from the European Union.
Has that covered the additional costs resulting from the pandemic? To date, NHS Highland has received £47.4 million of additional funding in the current year.
