In addition to the need to align the eligibility date for next of kin payments with the rest of the scheme, the Committee explored and made recommendations in relation to length of time someone needs to have cohabited with a victim/survivor to qualify as next of kin ahead of the deceased person's children, where there is no spouse or civil partner.
