Several points in the bill require the calculation of a date. For example, rule 1(1) of schedule 3 states: “The counting officer must publish notice of the referendum not later than the twenty-fifth day before the date of the referendum.”The bill provides a list of days that are to be disregarded for the purposes of calculating such dates.

Proposed change
The Committee proposes that the 2002 Act be amended to remove the admissibility requirement (at section 6(5)(e), set out below) that a complaint be made within one year from the date when the complainer could reasonably have become aware of the conduct complained about.
