In its response, the Scottish Government indicated that people should tell the Department for Work and Pensions the date on which their benefit is being reinstated so that the relevant reserved benefit could be reassessed and any additions reinstated.

I am more than happy to discuss and negotiate with the Government what it thinks the best date for commencement is, and whether it would prefer to commence the bill by regulations and leave it entirely within its gift to choose the date.
Would something like that, with a flexibility around it so that it can change and all the knowledge can be kept up to date, be useful? Yes, to a degree—with that added flexibility.
