I understand that the hospitality sector will be disappointed at not having a specific date today. As I said earlier, I hope that we can give a date during phase 2.
We need only consider the matter of categorisation today; we will return to matters of substance at a later date. The categorisation of all three instruments is that they are of low significance.
The committee previously approved the revised direction, and it is now required to approve the commencement date and transitional arrangements, which are set out in the cover note that members received.
The reasons for doing so are outlined by the Deputy First Minister in his letter to the Presiding Officer dated 24 August 2016 and relate to the halting of commencement of parts 4 and 5 of the Children and Young People (Scotland) Act 2014.
Whose obligation would it be to keep the database up to date? It helps to start with a quality product in the first place, because it will have fewer faults.
