We are convinced that the co-operation that exists between local authorities, health boards, the voluntary sector and others who work in homelessness provides a well-resourced framework that can meet our commitment that no one in Scotland should have to sleep rough by 2003.It is incumbent on the Executive and Parliament to do their utmost to ensure that that commitment is met.
