I imagine that pre-legislative work comes into that, but perhaps Nikki Brown can answer your question. Treaty provisions on subsidiarity mechanisms will involve regional Parliaments with legislative powers, whereas regions without Parliaments with legislative powers, by definition, will not be involved.
