They will bring together all the relevant players from Scottish Water, SEPA, COSLA and everybody else who has an interest in sustainable flood management, such as the Forestry Commission and the non-governmental organisations to which Robert Brown referred.The planning process is in place, not just nationally but at a catchment level, which addresses Robert Brown's question on how we will bring together local authorities on a catchment-area basis.
