I want to expand slightly my point on the word “vicinity”, which Mr McMahon and Mr Brown have mentioned. The assumption has sometimes been made that 10 miles might be too little and that we might need to look at a wider area, whereas in the city 10 miles might be too broad.

In fact, a country is expected to meet certain convergence criteria and so on, and there are examples of countries that are not part of the euro, one of which is the UK. I think that it was Gordon Brown who put in place the four convergence criteria so that the UK could avoid joining the euro.
