Rescheduling of constituency by-elections
Section 9 of the Scotland Act 1998 provides for the Presiding Officer to fix a date for a by-election when a constituency seat becomes vacant.1legislation.gov.uk. (1998).
The lack of skills that we are suffering from is the result of the recession. People who left school during the recession were not going to go into a trade that had basically ground to a halt.
At one point, the UK bill process would have finished earlier, but our recesses are different from the UK Government’s recesses, so it has taken a bit of co-ordination.
