This is in line with the recommendation in the Budget Process Review Group Final Report that the Medium Term Financial Strategy is published following the UK Budget and at least four weeks prior to summer recess. We have separately advised the Scottish Fiscal Commission of the publication date, in line with the protocol agreed between the two bodies which requires that the Scottish Government gives the Commission at least 11 weeks’ notice of the expected publication date.

I therefore intend to publish the Scottish Budget on Tuesday 19 December 2023. My officials have discussed this date with the SFC. Moving the budget date from 14 to 19 December loses only one sitting day of Parliament and I believe allows sufficient time, once Parliament returns from recess, for effective scrutiny and passage of the Budget bill.
