This was an almost impossible deadline to meet due to local government elections that took place in May 2022 and the fact that most councils were in recess during July (sign off by local authority political leaders being an essential aspect of the plan).
To be published annually following the UK Spring Statement and at least four weeks before summer recess, the document was intended to be a key aspect of the Parliament’s all-year budget process.
We should keep in mind that parliamentary recessdates are different. Most notably, we are looking ahead to the Scottish election and what that means for the timetabling of UK bills that require the consent of this Parliament before and/or after the election.
Approval is likely to be sought from the Committee in early December, therefore, the Committee will of course wish to consider the timing of December recess and other planned Committee business in determining their approach.
