Is there an error so far as it may have been intended in new regulation 17A(1) to specify "automatic enrolment date" rather than enrolment date, which would attract the definition stated in regulation 4?
I see estate changes and rationalisation as being part of broader reform. We still have an estate that pre-dates not only Police Scotland but some of the eight legacy forces.
I will bring in Chris Kerr. There is not a date for when every last square inch of Scotland will be on the land register—certainly not from our perspective, because that is not within our gift.
The Minister for Climate Action said that it would not start before the summer recess, which suggests that, even if we assume a September start date, we are unlikely to see it concluded, or action taken, before the end of this year.
We would encourage local authorities to be as timeous as they possibly can be, but some of their feedback was about giving them the flexibility rather than setting a specific date. All the reports coming in on the exact same date would obviously impact on the speed at which rent control areas could be designated.
That was due to the timing of the notification of the proposals from Westminster, which coincided with the Scottish Parliament recess.
