The Executive was aware, however, of the general French view in favour of herd-based arrangements through the clarification discussions between the UK, France and EU Commission on the Date Based Export Scheme. Scottish Executive officials were involved throughout these discussions.

Under these proposals, the ban on tobacco advertising would come into force on 10 December this year and tobacco sponsorship in line with EU deadlines outlined in the EU Directive 98/43/EC dated 6 July 1998 The consultation period comes to an end on 13 August and Scottish regulations will be tabled shortly thereafter.
That is why I said that we need to set an interim date and milestones that can be assessed so that we can know that we are going in the right direction.
However, I point out to the member that the Communities Committee is content with the date of the stage 1 debate. As members will be aware, the stage 1 deadline was set by the Parliamentary Bureau and could at any time have been extended at a member's request.
I have been impressed by the extent to date of the dialogue between different groups of practitioners and their willingness to discuss possible obstacles and develop new approaches.
