The Scottish Police Federation's evidence is what would probably be described in a court as hearsay because there are no dates, no names and no pack drill. It was incumbent on the Scottish Police Federation to talk to serving officers who are employed as prostitute liaison officers.
As we have said in our submission, there needs to be huge investment in rolling out programmes even more thoroughly than has been the case to date. There has been some investment recently, particularly in youth justice services.

In the case that we are talking about, there was a short-term focus on a single variable—to get the finance in place by a certain date—but sight of everything else was lost.
That must be addressed very soon, and preferably before the start date of April 2002. We recognise that there is now no possibility of a qualification being approved before that date, but it ought to be.
