The Convener advised that Parliament has announced that all CPG meetings should be held virtually until at least after the October recess. Beyond that, Parliament has not yet reached a decision on when in-person meetings can resume.
The aim is to present this to the Scottish Parliament after the October 2024 recess. The UK is a member of the World Trade Organization (WTO) and under the SPS agreement is required to notify the WTO of changes to its biosecurity measures at least 60 days in advance (to enable the notification to be circulated to WTO members to comment).
For next year’s election, that means moving the date from 26 March to 9 April, but it is anticipated that Parliament will go into recess on the earlier date.
The Minister for Green Skills, Circular Economy and Biodiversity admitted to the Net Zero, Energy and Transport Committee that “further regulations” will need to be laid after the summer recess to—again—delay the date on which the deposit return scheme goes live in Scotland.
