Had the Calman income tax proposals been introduced for the start of the last spending review, the fall in income tax revenue, because of the recession, would have resulted in a Scottish budget for 2009-10 that was almost £900 million lower than under the existing formula mechanism and there would have been no capacity to borrow to meet revenue deficits.
