I hope to be in a position relatively soon to give some indication of the likely dates. No one wants to see all this come to pass more than I do, but we are dealing with a system of land holding that has existed in Scotland for 800 years and we cannot just switch over and change it fundamentally overnight.

That may be one way of doing things, but pieces of machinery are constantly moved around and it may not be possible to keep information up to date. Updating the information would certainly be an onerous responsibility on local authorities and people would have to know how to use the system.
