Here we are, six years later, being told that there is a continuing dialogue; yet, one of the bodies that the Executive funds has said that previous approaches dating way back to 2001 have, to date, proven to be pretty ineffective.
It has been suggested that when a committee meets twice a week to consider the same bill there should be one date by which to lodge amendments. At present, there are different lodging dates for each meeting.
However, I want to make it clear that the start date of this particular scheme was the date of my announcement about it at the end of August; to be precise, Friday 29 August 2003.
We will then come up against the summer recess. As members know, time during the summer recess does not count for the laying of subordinate legislation.
