The point was also made in the RAI Committee’s written submission that the definition it used in its Stage 1 report on the Agriculture and Rural Communities (Scotland) Bill, which was“primary legislation which sets out broad powers with the details of how these powers would be used and implemented to be set out at a later date through secondary legislation”, would not include the Good Food Nation (Scotland) Bill, which it also considered to be framework.

The petition officer is required to send a notice to all eligible voters telling them that a petition is to be opened in their constituency along with opening and closing dates for the petition. Constituents can sign recall petitions in signing stations, through postal services, or by proxy.
