The increase of £21 million on the figure that was provided in December 2012 as part of the response to the Finance Committee’s report on the draft budget reflects the outcome of the internal monitoring exercise in January 2013.I propose to write to the Finance Committee once we have provisional outturn figures in June with a table that sets out the actual transfers by portfolio and programme in a similar format to the table that we provided in the response to the committee’s report on the draft budget.As we approach the financial year end, we will continue, in line with our normal practice, to monitor forecast outturn against budget, and wherever possible we will seek to utilise emerging underspends to ensure that we maximise use of the resources that are available to us in 2012-13 and to manage proactively the flexibility under the budget exchange mechanism that has been agreed between the Treasury and the devolved Administrations.I confirm, in line with previous years, that I intend to make a statement to Parliament prior to the summer recess...
