One can surmise that it might be down to, for example, the recession, the weather or the novelty of the scheme wearing off; it could also be down to operators inappropriately claiming journeys or, equally important, people using fake smart cards.

An accusation has been made that the tender process was rushed. Has the date for the signing of the tenders been in the public domain as part of the timetable for the tenders’ progress?
We have already met our 2010 European directive requirements and we are now looking on to the next key date, which is 2013. We will want to ensure that progress is being made towards achieving the target.
