The Committee’s scrutiny will involve two phases, with phase one exploring stakeholders’ views of the implementation of self-directed support to date through informal engagement work and a call for written evidence.
He said:
We can either lift and replicate what I feel is a failed and completely out of date UK system or we can get the expertise on board early, set up the council, advise the Government and scrutinise the regulations.
The Bill also provides that identifying information about an accused person must not be published if the person was under 18 at the alleged date of the commission of the offence.
We understand the Committee will shortly be reviewing proposed regulations that will postpone the already delayed implementation date of Scotland’s DRS. After reviewing the proposals and the accompanying evidence, we recommend that members vote down these regulations and request Scottish Government table new ones that include strict fiduciary measures to ensure proposed milestones and implementation date are met and no more taxpayers’ money is wasted.
That report related to the last version of the Bill as introduced in the House of Lords dated 6 July 2021. The Bill has since been amended, and on 6 December 2021 the Scottish Government lodged a Supplementary LCM for the Bill.
