Rather than seeking to bring the Order into force immediately, the date of Friday 7 June 2024 has been chosen as the earliest date by which this could reasonably be achieved while ensuring that there is an opportunity for Parliament to consider.
However, CPAG raised the issue that it is not possible to backdate an award of Scottish Child Payment to before the application date. They provided the following example—
A client applied for universal credit and waited five weeks for their first payment on 20th August.

Stage 2 amendments
During the Stage 2 debate, the Minister for Public Finance stated that he expected that it would be possible for a section 104 order to be brought forward before a likely commencement date for the Bill's provisions of spring/summer 2024.

A delay in the coming into force date would have significant negative consequences for the recipients of Scottish Child Payment because it would delay the increase in the weekly rate and the extension of the benefit in respect of older children.

Stockpiling
Assistant Chief Officer Stevens spoke of some of the SFRS’s concerns about the risk of stockpiling, saying his concern about the dates set out in the Bill are “about the potential for people to stockpile or store fireworks between the periods when they can be purchased”.
