We have not taken the step that you suggest and included an end date because we do not yet know when we will be in a position to have our new primary legislation in place.
Just yesterday, I wrote to the UK Government to ask it to decarbonise its estates and operations in Scotland in time to allow our net zero date of 2045 to be met, rather than its target date of 2050.
