As far as I am aware, there was nothing in EU law that would have stopped us saying, “We will do this by an earlier date than EU law mandated.” The argument that some Conservative members of Parliament make is, “Yes, that’s true, but this has given us an added incentive to prove ourselves.”
Obviously, post 16, that can take in vocational qualifications. To date, the EEF has focused primarily on outcome measures to GCSE level, and, within that, on literacy and numeracy—and with good reason, given what I have said about those foundational platforms for learning.

Over and above what Janet Richardson has said, you will note from the letter that I sent yesterday that there are confirmed start dates for 37 candidates, 20 practitioners and 17 senior practitioners between now and April.
On what basis, and at what point—the regulations have no expiry date—will they be removed? I do not think that anyone would want to see this amendment to the regulations on the nutritional value of food that we are serving in schools perpetuated any longer than necessary—if it is necessary at all.
The governing framework for data is called the outcomes, performance and improvement framework, which dates back to November 2016. It was put in place just before the establishment of Community Justice Scotland.
