Are you able to help the committee understand when precisely before recess the Government became aware that there would be a shortage, and how much time elapsed after that date before it first informed Parliament of the situation?
In response to questions from Members, the Cabinet Secretary confirmed that registered sex offenders would not be required to notify the police if they already had a GRC prior to the date of their conviction. However, they would be required to notify the police if an application for a GRC was still outstanding at the date of conviction or upon the issue of a full GRC.
She confirmed it was not possible to set a definite end date for the pilots, but stated that:
it is my ambition to ensure Scotland-wide improvements are adopted by Spring 2026 and I also remain committed to ensuring that changes for the benefit of all are rolled out as quickly as possible.
