I have said this in the past, but my main criticism to date of the Scottish Government has been that there is an element of magical thinking to how we can reduce agricultural emissions.
In the local IJB, I have heard a request for information that is more up to date, because the process in itself can be considerably out of date in terms of data capture—sometimes by a year or 18 months.
This would allow time for written views to be sought on the amendments lodged by the Scottish Government and then formal proceedings to take place on that date. Under Standing Orders that would allow Stage 3 to be scheduled on Wednesday 25 March.
The Bill, as drafted, would have to come into force no later than 31 May 2021 or such earlier date as the Scottish Ministers may appoint by way of regulations.
My view is that we should legislate fully this side of the summer recess. If any future UK bill presents or necessitates a change, we can mop that up over the recess.
