I am told by my legal advisers that all the Executive will have to do is lodge amendments that affect the commencement date of the act. A good starting point for the Government would be to consider the report, "The Geography of the Scottish Knowledge Economy", which was produced for Scottish Enterprise by Mark Hepworth and Lee Pickavance. Its publication date is shown as August 2004, but it was slipped out with no fanfare or discussion in December of that year.
