The level of care that the children were getting in one room at the same time from the speech therapists, the physiotherapists, the trained teacher and the carers was tremendous. Such a bank of care would not be easily available in a mainstream setting.

We should recover those windfall rises for the community, and LVT would achieve that.LVT would also force the use of land banks, especially in places such as Edinburgh, where quite a lot of land is still being held in land banks and is put into community use only when it suits the developers.

My only problem is that subsection (4) of the section that amendment 64 seeks to insert means that Scottish ministers would have the power to amend those times at a later date. I do not support the times being amended in regulations at some later date.
