People who were unwilling to go to a polling station, who were away at work or on holiday, and people who just preferred voting by post were added to the voting population by that system.
The deadline says, "If you submit your bill after this date, you're dead." It does not say, "If you submit your bill before this date, you're guaranteed to get it through."
