It has been made clear that any individual is entitled to that money from the date of their assessment. We understand the point about the circumstances of those who are in hospital, but that cannot be used by a council to say that an individual is not entitled to support from the date of their assessment.
Wherever you look, there are opportunities: we are targeting our social banking product specifically at people who do not have bank accounts because lower prices are often targeted at people who have bank accounts.
Let us be clear about what we mean by private finance: we mean the banks. I take this opportunity to remind everybody that local authorities borrow money from banks all the time—there is nothing brand new about borrowing money from banks for public investment.

To ask the Scottish Executive what support it will give to plans to rejuvenate the banks of the River Clyde in Clydebank by transforming the former John Brown shipbuilding site into a film studio.
