Delegated powers in the Natural Environment (Scotland) Bill at Stage 1
Whilst there are some domestic powers which could be used to amend the habitats regulations and EIA regime, they can only be exercised for specific, or limited purposes and do not provide the flexibility that may be required to keep the legislation up-to-date and ft for purpose.
