I am not a planner, but I understand that the Town and Country Planning (General Development Procedure) Order 1995 specifies the issues on which local authorities must consult SEPA, including applications that may increase the risk of flooding in an area and applications relating to fish farming, oil storage, sewerage and cemeteries.
