To me, those are not the same thing. Biomass is a different kettle of fish—that is a terrible metaphor—so, in my view, the petition is not consistent.

Luckily, the coastguard was able to contact the skipper of the one local fishing boat that was capable of searching in such conditions, and it put to sea.Local knowledge again came into play, as those on the fishing boat were able to narrow the search area to where they knew I was most likely to be.
