Councils should comprise a sensible balance of stakeholders and should include the fish-processing industry.On transferable fishing concessions, the committee heard sufficient evidence that trading of fish quotas could result in the bigger operators becoming even bigger and more centralised, which could present a threat to our fishing communities.
