Whilst the EU has indicated its desire to “uphold stable quota shares” (EU Negotiating mandate, para. 89), the UK has made clear, both in its White Paper on Sustainable Fisheries and in its February 2020 document outlining the UK’s Approach to Negotiations that:
The UK will no longer accept the ‘relative stability’ mechanism for sharing fishing quotas [and] future fishing opportunities should be based on the principle of zonal attachment, which better reflects where the fish live, and is the basis for the EU’s fisheries agreement with Norway.1UK Government.
