To ask the Scottish Executive what its position is on the draft constitution for Europe in relation to Scotland's fishing industry. The EUwould gain no more power over fisheries if the draft constitution were adoptedas it currently stands.

Does he agree that the creation of a central agency runs counter to our desire for regionalisation of the common fisheries policy and that it will lead to the impression being given that Spain has undue influence over EU fishing policy?
