How can we create a feedback loop to allow forward planning to meet the changing economic climate if we do not have a forecast to give us some indication of what we anticipate will happen in Scotland in the future? I said in response to Wendy Alexander's question that we will look at the particular long-term point in relation to forecasting, but we make the best judgments that we can, in policy terms, on attracting new people to Scotland and encouraging expatriate Scots back to Scotland.
