In their response to the call for views, SFC suggested that the Bill be changed to allow for “flexibility to expand the number of Board members if that was deemed necessary in future, to allow for a range of skills, experience and expertise in the expansion of functions.”2Scottish Funding Council. Tax Incremental Financing and Growth Accelerator Model
The Scottish Futures Trust has worked with local authorities and private sector partners to develop some "innovative" financing schemes, known as Tax Incremental Financing and the Growth Accelerator Model:
Tax Incremental Financing (TIF) - Councils use borrowing to fund investments in public infrastructure with the aim of attracting further private sector investment.
They highlighted a case in which they have received planning consent for a 5MW solar farm but are having to revisit the business case as solar PV is ‘not considered to be innovative it is unlikely to attract capital funding from CARES or Low Carbon Infrastructure Transition Programme (LCITP)iiLaunched in March 2015, the LCITP is a working partnership between the Scottish Government, Scottish Enterprise, Highlands & Islands Enterprise, Scottish Futures Trust and sector specialists.
