That’s why the Scottish Government has made available over £14 billion to local authorities this year, a real terms increase of 4.3 per cent, with a record £15 billion for 2025-26 set out in the Scottish Budget, a further real terms increase of 4.7 per cent.In the context of that record settlement, the Scottish Government are committed to working in partnership with local government to ensure that children across Scotland continue to receive the high-quality education services that they deserve but it is the responsibility of individual local authorities to manage their own budgets and to allocate the total financial resources available to them, including on non-teaching staff, on the basis of local needs and priorities.

The Draft Scottish Budget on 4 December 2024 announced plans to invest £3m in 2025-26 in Bright Start Breakfasts.At this stage the Budget remains subject to Parliamentary approval and therefore, more detail about Bright Start Breakfasts will be provided ahead of the fund launching in Spring 2025.Recent mapping work carried out by the Improvement Service and Assist FM shows that nearly half of all primary and special schools in Scotland are already providing breakfasts at the start of the school day, with a range of delivery models and service providers supporting delivery.

Between April 2023 and March 2024 Hospital at Home Older People’s services treated 14479 patients. Specifically, services in Western Isles treated 383 patients and Oban treated 91.Further expansion of the service was set out in the 2025-26 draft budget statement where set out plans to expand the number of Hospital at Home beds to at least 2,000 by December 2026.

The Scottish Government understands the pressures faced and have invested a record £21.7 billion in health and social care in 2025-26, which includes almost £2.2 billion for social care and integrationHowever, it is important to note that while the Scottish Government has overall responsibility for health and social care support policy in Scotland, decisions on how best to deliver services to local communities are ultimately for integration authorities and locally elected representatives to make.While service delivery is ultimately a local responsibility, it is worth noting that the Scottish Government is taking action to reduce waiting times on a national level.
