One of the great advantages for cities in Scotland would be that, under LVT, the community could specify a brownfield site or derelict site as needing to be used for any purpose such as housing, recreation, factories or other employment.
It is simple to say that we could make provisions regarding write-down agreements that were entered into in the future. That is self-evidently the case, and the same is true for future post-lease agreements.
Of course, what has happened in the past will be significant in judging what is likely to happen in the future but, in itself, past failure, if it is not indicative of future failure, need not necessarily justify adoption.
