We will seek to amend the bill so that procedures for parental representation in the appointment of head teachers and deputy heads are included in the legislation, with parent councils and local authorities being equally represented on those panels.Secondly, we would like parent councils to be under a duty to co-opt a certain proportion of their members from the local community, including teachers, although parents should be in the majority.Thirdly, I will seek to include in the bill a commitment that all members of a parent council will be obliged to undergo a disclosure check satisfactorily.I remind ministers that the First Minister said at First Minister's question time on 7 September 2005 to my friend David McLetchie,"Of course the new bodies might lose one or two powers"and went on to claim:"They will have different powers, but they will be better powers."—Official...
