There is the issue of the availability of Welsh for talking to public officials, for example. What does that mean in areas in which fewer resources are available, never mind any interest or desire to facilitate people speaking Welsh?

I was just trying to suggest that—purely anecdotally as I have not done a full analysis—it is noticeable that a significant number of bills seemed to be designed to promote official party policy. That was especially true of the rash of proposals that were made at the beginning of the new session after the election.
