An evaluation of the Scottish Government shared equity schemes (Help to Buy, Open Market Shared Equity (OMSE) and New Supply Shared Equity (NSSE)) was published in June 2020.
Of those, 14 individuals have been recalled to prison – latest research shows that recall for minor breaches of licence account for approx. 75% of recalls.
These are: • A prohibition on providing or making available fireworks or pyrotechnic articles to children; • A new statutory aggravation for courts sentencing offenders where fireworks were used to attack emergency workers; • New discretionary powers for local authorities to designate firework control zones; and • New offences of possession of pyrotechnics in public places and at designated venues and events.
Where a proposed membership does not do so, the member of the Parliamentary Bureau moving the motion shall explain the reasons for this.”
New rule: Rule 6. 3C Visiting committee members
After Rule 6.3B, insert:
“Rule 6.3C Visiting committee members
A committee may decide that a member of another committee be invited to participate in a committee meeting as a visiting committee member in relation to a specified item of business, including in any consideration of the specified item of business that is taken in private under Rule 12.3.5.
So far in the current parliamentary session, excluding 2025-26, we have allocated £1.3 billion of funding through our heat in buildings schemes, and I am delighted that our 2025-26 budget commitment is to invest an additional £300 million in our heat in buildings programmes.
