Letter from the First Minister regarding Grangemouth Just Transition Fund 21 February 2025

We have made the strategic decision to support this key activity through an additional drawdown of ScotWind revenue totalling £25 million, to add to the £7.8 million in our budget for 2025-26. Altogether, the Scottish Government – with a finite budget – has committed or already invested £87 million in Grangemouth.

In our report, we have assumed mitigation will be paid from April 2026, so these new forecasts do not affect the 2025-26 Budget. We estimate that mitigating the two-child limit will lead to payments being made for around 43,000 children in 2026-27, with an increase to around 50,000 children in 2029-30.

I am disappointed to share that the Minister for Biosecurity, Animal Health and Welfare has written to me on 26 March to advise that “the UK Government does not believe that the case has been made that an exclusion under the UKIM Act is necessary to deliver the policy aims of restricting the use of these traps in Scotland.”
