Much of the work would be in the development of information technology systems, such as the Sage accounting package, in HM Revenue and Customs as well as in commercial firms and others that would be obliged to have a second set of accounts as part of a general tax programme for Britain. From our informal talks with officials—we have not had an official response from the Inland Revenue—we know that much of the preparation work on the variable income tax for the Scottish Parliament has already been done.
