As I was saying, our exports have fallen, with a 38 per cent fall in fruit and vegetable exports, and a 7 per cent fall in dairy and egg exports between 2019 and 2022.
It is critical that the bill contains a cap so that local authorities cannot go wild and levy 6 per cent or 7 per cent, because that would be hugely detrimental to the Scottish economy.
The financial position remains challenging – to ensure that available capital funding can be directed to best effect, we are working with all health boards to develop an NHS whole system infrastructure plan for Scotland to inform investment priorities. The 2025-26 Budget confirmed our capital investment priorities for the next 5–7 years.
