At our meeting on 15 March, we agreed to adopt level 2 scrutiny, which means taking written evidence from organisations upon which the costs will fall and taking oral evidence from officials. We have received written evidence from the Association of Chief Police Officers in Scotland, the Convention of Scottish Local Authorities, the Criminal Injuries Compensation Authority, the Scottish Prison Service and Strathclyde joint police board.The officials we have with us this morning are: Andrew Brown, the bill team leader, who is from the reducing reoffending division; George Burgess, who is head of the criminal justice group projects division; Paul Cackette, who is head of the civil justice division; and Sharon Grant, who is from the community justice services division.
